Characterising New Cells

New cell must be characterised using the supplied Linux scripts. On Windows this means using cygwin. The characterisation is run by opening a cygwin window and setting the directory to

$ cd /c/home/library/magic/spice_vsclib013

A full library characterisation (long job) is done with the allcells command.
